A direct carrier contract is a commercial commitment that has to survive real booking demand. The FMC defines service contracts around a minimum quantity commitment plus a rate schedule and defined level of service. Sea-Intelligence's June 2026 data also shows that schedule reliability varies materially between carriers. Because contract value is realized through usable allocation, booking acceptance and service performance, procurement review needs the execution evidence behind the commitment.
